This issue was discussed when this rumor first surfaced about 2 or 3 years ago. Back then it was the war in Iraq that was causing the "shortage". Everyone cited the use of carbon fiber in aircraft like the Stealth Bomber even though none of these aircraft are in current production.
I can't believe the Telegraph got suckered into this fact-free article speculating on speculation that some non-experts speculate there might be. I'd be surprised if all recreational and sporting equipment combined accounted for a even a single-digit fraction of global demand for these materials.
More to the point, if the price of the carbon fiber used in a fishing rod were to increase 3 times, what would the real impact be on the retail price? Well, that would depend, wouldn't it. Right now, what percent of the cost of the rod is actual price of the carbon raw material? $5? $10? It certainly isn't much more.
Other such urban shortage legends are an alleged shortage or price hike for shotgun cartridges - Because they're using up all the gunpowder in Iraq. And the lead for bullets.

I seem to remember that David Norwich withdrew his EV5 rod model late last year because he couldn't get the particular specification of carbon fibre that was required - the military had gobbled it all up. He has continued making the EV5 line with the stuff that is more readily available.
But your point is well made, the cost of the material is such a small part of the overall cost, that even if the cost was to go up 10 fold, it shouldn't put the price up by a large amount - this might not stop the manufacturers trying though...

Yep, it may not stop some from trying.
With that said, I'm still paying the same price for clay shooting loads that I was paying 3 and 4 years ago. This after the price was set to "skyrocket" starting, erm, 3 years ago. There's a war on you know.

Yes, barny, I know - yet more fact-lite scaremongering from the poor old Smellygraph. I feel so sorry for the rag, I can hardly bring myself to poke fun at its desperate eccentricities these days. To think, too, that one its great former editors, M. Hastings, has been reduced to writing frothing and gnashing comment pieces in the Guardian. Tragic.
