a false cast is when u casting the line a few times into the air before letting it settle on the water. Usually use when wanting to let more line out or drying a dry fly or changing direction of a cast, or wanting to cover a feeding trout acurately , Or if u have seen a River Runs Through It by prats looking good in a movie

A false cast is any forward cast where the line is intentionally not put on the water to fish, but withdrawn back again while still in the air.

I saw a guy casting the other day and everytime he false cast he hit the water with his fly. Is this the normal thing to do, as I thought it would just scare the fish away.

When you false cast, i dont think you let line out.
You get all the line out you want, then just make a false cast, to biuld up power in the rod, then you let it all out on the forcast.
Maing the fly hit the water could have been intentional. I have done it with dries on purpous. The fly hits the water on the flase cast, then you cast asgain and put yur dry in the spot where your fly hit the water. The idea is that the fish loks up to the rings where the fly hit the water, and then sees your fly land on the water and takes it.
However, sometimes, the fly hits the water by accident......
