Does anyone know if the import duty is less on rod parts rather than completed rods? If so how can you declare it is a part rather than a finished product?

unfortunately not.
A blank sold outside of the UK is still a finished product and so is liable to duty on it's value PLUS VAT, but only if it is declared as over a certain value. The VAt is also charge on the carriage.
If you were part of the same company making something, and were importing parts into the UK for final assembly in the UK, and they were not a finished item, you would not have to pay the duty.
