It's a flawed question as it's improbable, but it could happen if a Tiger Moth was taking off from a nuclear aircraft carrier at top speed into wind. Both would have about 40 mph ground speed in opposite directions so net GROUND speed of the Moth would be zilch until it took off, but the Moth WOULD be off the ground as its AIRspeed would be sufficient to take off...

Just another thought. If the plane did take off, if you put the conveyor belt in reverse, would the plane fly backward? ;D
