Went to see Chelsea at the Millenium Stadium last season in the Carling Cup and the Park and Ride is excellent. It is all planned very well. They keep opposing fans separate the whole way (or at least they did for the Chelsea Liverpool game), no complaints here.
All the finals that have been hosted in Cardiff have been very well organised. Wembley will never be able to compete on that front.

The police will bring you in along the M4 and then take separate fans off at different exits. Park and ride is fine, also park at Abergavenny or Newport and take a train is fine as the stadium is right next to Cardiff General although I guess that many Watford fans will be coming by train.
If you want to stay outside Cardiff you won't be the only ones and you might have to look at somewhere like Chepstow, Usk, Abergavenny or Monmouth. They all have easy road access to Cardiff and are within 30 minutes of the city edge.
I don't have details of B&Bs in the area but there are plenty of websites that will. There is a Travelodge near Raglan just south of Monmouth on the A40/A449.
Coming from the Midlands you would normally go M5/M50/A40/A449 to the M4 (all dual carriageway) however there are roadworks at the top of the M50 which are causing big queues so you might find it better to go down the M5 to Junct 11 and come through Gloucester, then either along the A48 to Chepstow or across the Forest of Dean on the A40/A4136 to Monmouth or alternatively just continue down to the M4 and come in over the Severn Bridge (£5 toll).

As Sewinbasher mentions, v bad roadworks on the M50. Another (sneaky) option is to take the Gloucester exit of the M5, A48 towards Cheptsow, and the train from Lydney railway station. I don't know about the other stations, but Lydney provides free parking. Avoid the toll, parking fees, getting lost in Cardiff etc.

We stopped in Bristol and travelled into cardiff, less hassle than trying to get sorted actually in Cardiff...was a good night to, apart from the result.
