I was not actually competing, I was asked by a pal to be a controller so thought why not It was actually quite fun...but would I take part myself ? nah (well maybe once) #and thus starts Alistair's decline to trying to bag up slabs of lard with boobies on a slime line #

I have been a controller and been controlled and so have seen this from both sides. I am assuming that you are controlling on a river comp which is catch and release.
You need to just be fair and equitable in what you do. Deal with the fish landed by your angler quickly and humanely ensuring that they can be safely returned with no undue stress. Also remember that time is of the essence for your angler and don't go wandering off and leave him waiting for you to return to deal with a fish.
Be firm about measurements, anglers are buggers for trying to stretch a fish to make the minimum length. Be clear whether you are measuring to the fork of the tail, the end of the spread tail or to the extent of the collapsed tail and check this with the organiser before starting. Measuring the collapsed tail is less open to dispute.
I lost out in an international competition because my controller insisted on measuring to the spread tail when others were measuring to the collapsed tail. I caught 2 fish that he measured at 19.75cms with a minimum of 20cms to count, with collapsed tails both would have counted and were the only fish caught between 20 anglers in that session.
Don't get wound up about checking an angler's hooks for barbs and size every time he changes a fly, under normal rules he should present any fish caught to you on the hook and in the net, it's at this point that you should check the hook as only when fish are caught does it really have any bearing.
If it is the type of competition where an angler can request to move in on another peg it is your job to convey the message to the angler who is to be dispossessed. Do it politely and take a look at your watch when you pass the word to his controller as there is usually a time in which he has to give way. (I personally really dislike this rule).
It is not your responsibility to keep the angler informed of the time other than to end the session but it is very helpful if you let him know that he has 30 minutes, then 10 minutes and finally 5 minutes left.
The usual rules are that if the angler crosses the river he has to bring the fish back to you to be measured. Whether or not you follow him across is normally entirely up to you but will be greatly appreciated if you do provided that the rules allow for this. It is also appreciated if you carry the second rod for the angler as he moves up and down the beat but ask first and make it clear that he takes the risk on you breaking it or damaging it.
I would refrain from giving any advice unless specifically asked but even then don't put yourself in a position where you might be accused of helping one angler and not another or giving bad advice to an angler.
