I have read a number of salmon patterns recently where it specifies that the hackle should be "folded" so as to create a sleek, backward-sloping appearance. Could anyone describe how to do this or point me to an online explanation?

I fold the feather like highlander has shown and often use the blunt end of the scissors as well to give it more of a fold. The other thing I do when actually winding the hackle round is to take the portion of feather ie. one turn's worth, in my fingers (thumb and forefinger) and wind it round. This helps to give it an even and neat turn and reinforces the backward fold. After each turn I also stroke back all the hackles. As I say I have found this method usually gives a better finish/more control than just winding the hackle using hackle pliers. At the end of the day though its what works best for you and what you are comfortable doing.
